* feat: 添加通知功能并更新配置和文档

- 在 settings.json 中添加 `isNotification` 配置项，支持通过 BGI 通知系统发送详细通知
- 更新 manifest.json 版本至 3.2，并添加标签和更新描述
- 修改 main.js，添加通知功能并在错误处理和运行时发送通知
- 更新 README.md，修复配置说明并移除可重跑标记
